I wouldn't read too much into it. 2014-2015 has had one of the tightest turn-arounds in the sport's history. A delay from someone high up in the supply change could cause significant delays later on.

It was built specifically for Formula 1, but it's extremely isolated - even by the standards set by Japanese circuits. There's no support infrastructure, like accommodation, nearby, either.

If they could schedule the race for one of the three days in the year when the rain is not hammering down, it might be okay. The problem is that the circuit sits in the rainshadow of Mt. Fuji, so it gets drenched as a matter of course.

They already have - it's called the CT05 and they showed it off a year ago. If Caterham (and/or Marussia) survive, they will need a special dispensation from the FIA to use their 2014 cars, which the FIA has already indicated that they are willing to provide.

Sauber haven't given a launch date, but rumours abound that they're already in trouble, with the sponsor packages from Ericsson and Nasr being used to pay off debts and development of the C34 stalling when they ran out of materials.

The FIA were damned if they did, and damned if they didn't. By going after Strieff, they only drew attention to his comments. But by not going after him, they would only enable him in the future.
