OK. 1 tier 4 and 2 tier 8 cars, then. Since you have to make a separate design for each tier it would actually be cheaper to just make 3 tier 4 at $4,550,000 ($3,500,000 for design plus $1,050,000 to build the three chassis). And you'd have three decent cars rather than just one and two slower ones...
