I think they'd have to be assigned in the same way as the tyres - ie to members who don't have a team. And that would never happen because there'd be uproar!

I would be unlikely to provide Prospec engines to any other team in the first year - unless I get a healthy financial incentive to do so (ie a fair proportion of the price of the engines goes into my team's budget)
