This'll be a massive stretch but what the hell:

Colin Chapman was technically an F1 driver, having qualified for the 1956 French Grand Prix only to DNS.

He died in 1982, but I remember reading that towards the end of his life he dabbled a bit in small aircraft. Is it him?

Good guesses, but the Silverstone race was the one race that Tarquini didn't compete in 1986. Pirro was there and did indeed lead the race, but not who I was thinking of - in fact he was the whole reason for me specifying the link to the driver's F1 stint in order to narrow it down.
