Due also to the whole upgrade shenanigans, I am removing the rule that allows for teams to purchase and switch upgrades between each other.

The rule was written like this before:
Manufacturers can sell vehicle upgrades to privateers at a value of 50% the price of the original upgrades. To buy privateer vehicle upgrades, manufacturers must pay the full price the privateer paid for them.

Now the rule is written like this:
NEW: Manufacturers must sell vehicle upgrade to privateers at 100% of the price of the original upgrades. Privateers can not sell their upgrades to any other team. That includes both other privateers and manufacturers.
NEW: Manufacturers can only sell vehicle upgrades to privateers if they have the exact same chassis parameters. In other words, any manufacturer who does not provide a factory car or that applies a chassis penalty to its privateers can not sell their upgrades to them under any circunstance.

FISA has once again changed their ballast policies for World Touring Car Masters. It is the second change done this season to the ballast ruling in the premier touring car series. There are two big changes - one of them applied already during the Kyalami weekend - while the other will start getting applied at the RAC Tourist Trophy.

The first one is how ballast is applied to individual drivers who sit atop the driver standings. Previously, ballast was applied to the top eight in the standings. At Kyalami - and now moving forward - ballast was applied to the top four in the standings in the following manner:

1st - 20kg
2nd - 20kg
3rd - 10kg
4th - 10kg

The second ruling involves the privateers teams, in what some reporters are already waging as the beginning of the "War on Privateers" on behalf of FISA as more and more manufacturers display interest on the formula. Starting at the next round of the championship, at Silverstone, all privateer cars will be carrying an additional 30kg of ballast. FISA have justified this action on the basis that some manufacturers are cooperating with privateers in order to circunvent regulations regarding testing in the series. "We have learned some manufacturers have been using privateer vehicles as partners to extend testing sessions in some circuits. We can't allow that to happen as its giving an unfair and illegal advantage to some manufacturers".

The WTCM calendar will head to Europe for the first time this year in two weeks, for the first of the two endurance events of the season - the RAC Tourist Trophy, held at the Silverstone International Circuit. Patrick Watts is the championship leader on 49 points, two ahead of Vauxhall Sport's Bernd Schneider. USD and Toyota also lead the teams and manufacturers championship respectivelly. Volker Strycek is the independents championship leader.

The investments we made on the car turned up to be fruitful so far, and both Eric and Volker has been fantastic throughout the week-end. Shame for Eric's retirement in the feature, He had a wonderful race. Had Lady Luck smiled at him, He surely would've made it on the podium. Nonetheless, Volker was his usual excellent self, and we are happy with leading the independents standings.

Next up is the RAC trophy at Silverstone. We're confident at getting another good result there!

David Leslie came out of Pau an angry man. The Union Saver Developments driver, fresh of taking his first win of the season in this years World Touring Car Championship, was hopeful of carrying the form into the sprint race. There was no way he would make the corner without crashing."

Leslie also did not save words in critizising the behaviour of the Audi drivers on track during the season. "It's not the first time they've done it. Their car is so big they can do whatever they want with it and the stewards will let them get scot free. I like to trade paint myself but this is getting ridicolous.", mentioned the multiple time race winner in WTCM.

With 11 races run thus far and 11 different winners, the 1992 World Touring Car Masters is being one of the most competitive touring car seasons of all time. The series continues next week, as the championship moves to the Masaryk Circuit, in Brno, for the Czechoslovakia round of the championship, with Johnny Cecotto and BMW as championship leaders.

The rest, for now, we can't comment, but are we excited to join such a competitive championship", claimed Renault's CEO Louis Schweitzer on the rumours.

If the team-up is indeed with Voeckler, former F1 champion Jérémy-Étienne Voeckler is the biggest candidate for one of the seats, even if the relationship with the manufacturer has turned sorrow after last year's firing of the frenchman by Frank Williams. Despite not offering commentary on the rumour, it seems JEV might be the #1 candidate for one of the possible Renault seats.

If the relationship with Tauber comes alive, the return of Silvio Bachot seems highly likely, possibly to join current driver and former F1 champion Guillaume Gauthier. "We wanna a champion driving the car. Of course, Silvio is an excellent driver, but he isn't the only one available. We are looking into other options and we would love to have someone with pedigree drive one of ours cars", commented Louis Schweitzer.

A lot of development, mostly done by legendary driver-engineer Jean-Pierre Jabouille, saw the team's fortunes improve in the later third of the season, as Alliot scored points in three races, with a best result of an 8th place. Testing restrictions for the 1992 WTCM season, however, seem to be hitting Peugeot pretty hard compared to its rivals.

"Last year, we took the car every weekend and did about 1000 laps between races to find out how to improve the car. We made small changes, changed every cranny, and finally we started to see improvements. This year, they told us we couldn't do that, and now we are in a situation where we can't find out what other teams are doing we aren't.", claimed Jabouille, the man responsible for much of the car development cycle.

"The car has potential. It's clear other teams have done a better job than us in the off-season, but we are working as hard as ever to improve our fortunes. This car, in the right hands, can win races. We are sure of it!", he added.

But it seems fortunes are hard to come by for Peugeot and the team behind the entry. Rumours are the manufacturer has stopped inject money for the WTCM project and will abandon the series at the end of the year. While the rumours were quietly shut down by its drivers, the question remains: how long does a manufacturer throw money at something with no return? According to the team's principal, Jean Todt, probably not very long. "It is not our decision to continue. We are doing the best we can with what was given. We have two very good drivers and some fantastic engineers. We just need some luck to turn around the tide."

Bystanders at Masaryk claimed Bachot wasn't seen after the pre-qualifying races in the paddock, having seemingly returned home without warning anyone in the team. Bernd Schneider went into the wall on lap 3 of the first pre-qualifying race of the weekend. Driver was deemed ok, but Vauxhall impounded the #2 chassis to assess damage:
0-70 - No Damage
71-80 - 10%
81-90 - 20%
91-100 - 30%
Result: 100 - 30%. Vauxhall can choose to repair the damage or run the #3 chassis for Schneider for the next round.

Finally got some things done, sorry for the month stoppage, but real life got in the way!
