Championships
Drivers’ Championship: Honors the driver with the most points across all feature, sprint and endurance races across the season. Drivers score individually towards their total.
Teams Championship: Honors the team with the most points across all feature, sprint and endurance races across the season. Only full-time teams are entered.
Manufacturer Championship: Honors the manufacturer with the most points across all races across the season.
Independents Championship: Honors the independent driver with the most points across all races across the season.

Weekend Structure
Weekends consists of two possible scenarios: Feature Weekends and Endurance Weekends.
On Feature Weekends, weekends are made from four sessions: Pre-Qualifying, Main Qualifying, Feature Race and Sprint Race.
On Endurance Weekends, weekends are made from three sessions: Pre-Qualifying, Main Qualifying and Endurance Race.
Pre-Qualifying: Consists of two heats, one for Manufacturer entries and another for the Privateer entries. It consists of a 20-minute qualifying session and a 50km race. On Feature Weekends, the top 12 from each race will qualify for the remainder of the weekend. On Endurance Weekends, the top 14 from each race will qualify for the remainder of the weekend.
Main Qualifying: Consists of a 40-minute session that will set the grid for the Feature Race and Endurance Race.
Feature Race: A Mandatory pitstop is required. 200km long.
Sprint Race: Top 10 from the Feature Race are reserved. 100km long. Pitstop is not required.
Endurance Race: Consists of a 400km race.

Ballast
NEW: Ballast is applied to a combination of driver and car. For example, if Marc Hessel is driving the second BMW, and if he gets replaced by Giroix, Giroix will inherit the ballast he was carrying.
Ballast is applied to the top four of the driver’s championship, in the following order:
1st - 20kg
2nd - 20kg
3rd - 10kg
4th - 10kg

NEW: Ballast is also applied to the top three chassis (of the current year spec) of the manufacturers championship, in the following order:
1st - 30kg
2nd - 20kg
3rd - 10kg

NEW: In case there's a driver from the top four of the championship missing, ballast is applied to the next car in the championship that isn't eligible for ballast.
NEW: Privateers entries have a default 30kg ballast applied to them.

Entries and Budgets
Manufacturer efforts and privateer efforts are allowed into the championship.
Each entry can enter a maximum of 2 cars per weekend, each with 1 driver.
A maximum of 50 entries per round is allowed. From those, 18 will be available to manufacturers, 20 to full time-privateers and the remaining to part-timers.
A user can enter a maximum of one manufacturer entry, one full-time privateers and 2 part-time entries (including one-offs) per round.
NEW: Entries cannot be posted outside its specified times - start of the season and before Macau (for local entries).
NEW: Entries with negative budgets cannot perform monetary operations that involve the spending of money (e.g. updates, buying a new car, hiring drivers that aren’t pay-drivers, etc.). until they go back to being in the positive.
NEW: Chassis cannot be leased between teams - only sold.

Manufacturer Entries
(New) Manufacturer entries have a starting budget of £500,000.
Budgets from previous season carry on into 1992.
Each manufacturer entry must have two main drivers and a test driver under contract.
Manufacturer entries must enter 2 cars in every race weekend of the season to be classified for the Manufacturer Championship.
NEW: Manufacturer entries can choose one of the three available tiers of goals:
Tier-1: Provides £150,000 to the entry. In case goal isn’t met, team is hit with a £250,000 penalty. If the goal is met, the team is rewarded with an additional £150,000.
Tier-2: Provides £100,000 to the entry. In case goal isn’t met, team is hit with a £200,000 penalty. If the goal is met, the team is rewarded with an additional £100,000.
Tier-3: Provides £50,000 to the entry. In case goal isn’t met, team is hit with a £100,000 penalty. If the goal is met, the team is rewarded with an additional £50,000.
Goals for each manufacturer can be found under the “Manufacturer Goals” tab in the available budget Excel sheet.
Manufacturer entries are in control of the building and selling of the current year specification of chassis. More information on this can be found in the Chassis section.
NEW: If a manufacturer entry finishes the season with a negative budget, that manufacturer will leave the series for the next season, as it will deem the investment isn’t worth it given the obtained results. Treat your finances with care!

Privateer Entries
(New) Privateer entries budget will be calculated based on the following percentage of the schedule they enter:
>=75% - £250,000
50-75% - £125,000
25-50% - £75,000
<=25% - £25,000
Budgets from previous season carry on into 1992.

Drivers
Both real life and canon drivers can be used.
Performance for drivers will be based both on canon results and real-life results.
In case a canon driver doesn’t have any previous background associated, he’ll get his performance determined by RNG.
Drivers have a minimum wage of £5,000 per round.
Drivers can be released of their contract, but the team will have to pay them their full contract worth in money.
Team owners don’t require a wage.

Pay-drivers
Pay-drivers do not require a minimum wage.
NEW: Pay-drivers can't be signed as test-drivers.
A driver can be classified as a pay-driver when it is associated with a certain sponsor.
Based on the sponsor, the driver will be determined to be a tier-1 or tier-2 pay-driver.
Tier-1 Pay-Driver: Can bring a minimum of £40,000 a year and a maximum of £80,000 a year.
Tier-2 Pay-Driver: Can bring a minimum of £10,000 a year and a maximum of £40,000 a year.
The amount of money each pay-driver brings to a team will be determined by RNG.
The amount of money each pay-driver brings is also calculated based on the percentage of races that he’ll run during the season.
If a pay-driver gets released by a team while under contract, the team will have to pay them back their sponsorship plus 20% of that values for damages to sponsor trust.
A list of pay-drivers can be found on the available budget Excel sheet, with the name “Pay-Drivers”. More can be added depending on research and driver bids.
Note: While for canon drivers I’ll be lenient on this, for real life drivers I expect that declaring a driver as a pay-driver associates them with its personal sponsor from the time. I encourage some research on this!

Chassis
A full list of previously built chassis can be found under the “Chassis List” tab in the budget.
A chassis has the following properties to it:
Chassis Number: ID that identifies that chassis of the car.
Current Owner: Entry that owns the property to that chassis ID.
Year Built: Year the chassis was originally built. The year the chassis was built impacts directly the performance of it. Chassis Aging is explained further below in this section.
Wear: Wear of the chassis, in percentage.
Value: Current value of the chassis, considering its initial price and depreciation.
Lifetime Avg.: Average reliability of the chassis.
Lifetime Var.: Variance of the lifetime avg. value. Hidden value for players.
Weight: Weight of the chassis. Presented in kilograms. The lower, the lighter the chassis. A chassis can’t have a weight below 1000kg.
Front Grip: Front grip of the chassis. The higher, the better. Grip values are distributed for dry and wet performance.
Rear Grip: Rear grip of the chassis. The higher, the better. Grip values are distributed for dry and wet performance.
Drag: Drag coefficient of the chassis. The lower, the better.
NEW: Teams cannot enter different vehicles in the same race (e.g., if a team owns an E30 M3 and a 318i, they can’t enter both. They can only enter two E30 M3’s or two 318i’s).
NEW: Teams cannot own more than 4 different chassis. This applies to both privateers and manufacturers.

Chassis Building
Manufacturer entries are in control of the building and selling of the current year specification of chassis. In this case, manufacturers control the production of 1992 spec cars.
NEW: The cost of the upgrades into a 1992 spec car, for a manufacturer entry, is of £50,000. For this season, these are applied automatically, but next season, it will be the team manager’s choice.
NEW: Building an entire new manufacturer car costs the manufacturer team £200,000.
Building a new chassis costs £10,000 to the manufacturer.
NEW: Privateer efforts can now build their own version of a chassis as well. To do that, a privateer must have upgraded its car to be different than the one they got from the manufacturer team.
NEW: Teams on negative budget can build chassis and sell them.

Chassis Wear
Each built chassis has a wear value between 0 and 100%.
When a chassis hits 100% wear, it will be considered totaled and, therefore, not usable.
For each 10% wear, a chassis loses 0.01 in its grip values and suffers an increase of 0.01 of drag.
The cost of repairing chassis wear costs £2,000 per 10% of wear.

Chassis Aging
Chassis aging occurs at the end of each season.
Chassis aging impacts all the cars that exist within the universe that were not modified into their next year counterparts. Only manufacturer entries can do this action and it is done automatically by the game.
NEW: Chassis aging affect’s reliability, drag and grip values, in the following manner:
Super Touring:
Reliability: Lifetime Avg. decreases by 400; Lifetime Var. increases by 400.
Drag: Increases by 0.01
Grip: Reduces by 0.02
Group A Cars:
Reliability: Lifetime Avg. decreases by 800; Lifetime Var. increases by 800.
Drag: Increase by 0.02
Grip: Reduces by 0.04
NEW: A chassis depreciates 10% of its value per every year.

Chassis Market
The selling cost of the chassis is determined by builder of the chassis and only the builder of the chassis.
NEW: You can't sell a chassis with a value that is above its original price.
Teams can decide if the chassis sent to the buyer is a detuned version or not. Detuning a chassis can happen in the following manners:
Engine: Chassis sold comes at a 10HP deficit compared to its original counterpart.
Chassis: Chassis sold comes with minus 0.02 grip and an extra 0.02 of drag.
Both: Both above are applied.
None: Privateers get the same version as manufacturer.

Used Chassis Garage
NEW: Teams can sell their chassis to a used chassis garage for 50% of its original market price.
NEW: Privateer teams can buy chassis from the Used Chassis Garage from its listed price.
NEW: Unclaimed cars (with no owner) will get placed directly into the Used Chassis Garage.
NEW: Cars owned by manufacturers do not require to be placed into the Used Chassis Garage. They can be sold as museum pieces by £20,000, sold to privateers for a money that the manufacturer agrees or sold to the Used Chassis Garage for 50% of its original market price.
NEW: Inactive teams from a previous season (e.g. who are not entered in any single race) will get their chassis placed automatically into the Used Chassis Garage and will be disbanded from the WTCM universe.

Upgrades
Teams can ask for a maximum of 6 upgrades – 3 for a vehicle and 3 for drivers - per season.
Upgrades can be either asked for vehicles and drivers.
Upgrades can be requested by both manufacturer and privateers.
NEW: Manufacturers must sell vehicle upgrade to privateers at 100% of the price of the original upgrades. Privateers can not sell their upgrades to any other team. That includes both other privateers and manufacturers.
NEW: Manufacturers can only sell vehicle upgrades to privateers if they have the exact same chassis parameters. In other words, any manufacturer who does not provide a factory car or that applies a chassis penalty to its privateers can not sell their upgrades to them under any circunstance.
NEW: There will be three specific upgrade windows: after Road America, after Brno and after Anderstorp.
Teams can only request a maximum of one upgrade (of each chassis and driver) during an upgrade window.
Upgrade results are determined by RNG.

Vehicle Upgrade
Chassis Upgrade: £150,000
Grip Improvement: 0.005 to 0.02
Drag Decrease: 0.001 to 0.005
Decreases reliability: 100 per each 0.01 grip improvement
Weight Upgrade: £100,000
Decreases chassis weight: 1kg to 10kg
Decreases reliability: 10 per each kg
Reliability Upgrade: £75,000
Increases reliability: 50 to 150 increase
Increases chassis weight: 10 for each 50
Engine Rebuild: £700,000
Engine gets brand new stats.
Chassis Rebuild: £500,000
Chassis gets brand new stats.
Note: Engines are capped off at 290HP. Engine development is frozen during the season.

Driver Upgrades
Race Class Upgrade: £50,000
Improves Race Ability: 0.10 to 0.30
Decreases Qualifying Ability: What it gains on race ability
Aggression: 0.10 to 0.30
Passing: 1 to 5
Increases MinRacing Skill: Same value as race ability
Qualifying Class Upgrade: £50,000
Improves Qualifying Ability: 0.10 to 0.30
Decreases Race Ability: What it gains on qualifying ability
Aggression: 0.10 to 0.30
Consistency: 0.10 to 0.30
Decreases MinRacing Skill: What it gains on qualifying ability
Wet Weather Class Upgrade: £50,000
Increases Wet Weather Ability - 0.10 to 0.30
Increases MinRacing Skill – Same value as wet weather ability

Test Drivers
Test Drivers can be used by manufacturer teams to increase (or, decrease, if you’re unlucky) their upgrade gains.
The bonus or penalty applied to upgrade gains depends on the Feedback Stat of the Test Driver.
The following is the list of possible Feedback Stat values:
Very Bad: Looses 10% of the values gained by RNG.
Bad: Looses 5% of the values gained by RNG.
Decent: Gains 0% of the values gained by RNG.
Good: Gains 5% of the values gained by RNG.
Very Good: Gains 15% of the value gained by RNG.
Excellent: Gains 25% into the value gained by RNG.
Test Driver bonus can be applied a maximum of 2 times in a season. Test Driver bonus can only be applied once per upgrade window.

The calendar will once again open up in Australia, with a trip to Symmons Plains, before going to Japan, for a visit at Aida, and then to America, as WTCM visits Road America for the first time. The crashes that have happened at the track in the last two seasons seem to have contribued greatly to the switch in venue for the series. A return to Kyalami shows up as the last fly-away round before the European season, which kicks off with the Tourist Trophy - this time, held at the Silverstone Grand Prix Layout. It follows with visits to Pau, Brno, the first visit of WTCM to the italian racetrack of Vallelunga, Brands Hatch, the endurance race at Spa, and the return of the Hockenheimring to the calendar for the first time since 1988 - this time, under the full Grand Prix layout. The season finale will be hosted on the streets of Macau, once again.

The major rule-changes to the cars has been with the engine development getting frozen during the season. Max Mosley has been quoted this was the biggest struggle between FISA and the manufacturers. "They wanted us to increase the engine cap this year, allowing them to develop as they wished. We were reluctant at first to accept, but eventually we realized that this wasn't Group A anymore. This is Super Touring, and it's all about having the best competition for the best drivers in the world. They eventually accepted a the engine freezing and the reduction in the power cap, but we are expecting the fight to continue during the season."

Silvio Bachot will start the 1992 season as the defending champion. BMW Team Schnitzer are the defending teams champions, while Vauxhall the defending manufacturer champions.



So, first thing first, before we carry on:

Team managers who managed a manufacturer team (except Rated and Pinkd56) have until the 22nd April to declare interest in carrying on managing their team for 1992.

Well, time is up! Sorry to all involved, but if you wish to enter a team, you will still be able to enter a privateer of course.

Therefore, it is time to move into the next section of the preparation of the season, which is chassis wheeling and dealing!

For this section, teams from 1991 can choose what to do with their cars from last year.

I really recommend reading the entirety of the chassis section of the rules, found in the second post of this thread.

Therefore, 1991 teams (including Volkswagen and Mercedes, excluding Lada) must inform what they plan to do with their 1991 vehicles. A full list of chassis stats and built cars can be found in the Chassis List tab of:

Remember: this section is only to inform if you plan to put your car into the used garage chassis (if your a privateer), if you want to it sold to a museum (manufacturers) or if you want to sell your chassis to another privateer. This is are all your decision, and I repeat: read in full the chassis section of the second post, all the important information is there.

Drivers:
Both real life and canon drivers can be used.
Performance drivers will be based on canon results and real life results.
In case a canon driver doesn’t have any previous background associated, he’ll get his talent file RNG’ed.
Drivers have a minimum wage of £5,000 per round.
A driver can be classified as a paydriver. A driver can only be classified as a paydriver if you can associate him with a certain sponsor (for real life drivers, make sure you research about this). Depending on the sponsor and the driver, the driver will be determined to be either a tier 1 paydriver or a tier 2 paydriver.
Tier 1 paydriver can bring a quantity of up to 75,000 a year (if it ran all races) and a minimum of 30,000 (if it ran all races).
Tier 2 paydriver can bring a quantity of up to 40,000 a year (if it ran all races) and a minimum of 10,000 (if it ran all races).
