Since I noticed when working on the budgets that the way the system violates my own rules (namely that expenses may only come in full or half million). So, in order to account for that without imbalancing the whole budget system, everyone's budget after the designer phase has been rounded up to the next full million.

Furthermore, there will be the first rule change within the season. It will become valid after the conclusion of the Indian Grand Prix.

Old rule:
To be eligible to be signed as a racing driver in Alternate Formula One - Hydrogen Era, a driver must either

have competed in 80% of a full season or 8 races, whichever number is higher, in 1 one of the last 2 simulated seasons of Alternate Formula One - Hydrogen Era, the ARWS or Africa Racing League
have won at least 8 Grand Prix in Alternate Formula One - Hydrogen Era and be under the age of 45 at the start of the calendar year of the season the driver is set to compete in
have finished in the top 6 in 1 of the last 2 simulated seasons of the FIA Formula 2 World Championship or AutoReject 3.5


New rule:
To be eligible to be signed as a racing driver in Alternate Formula One - Hydrogen Era, a driver must either

have competed in 90% of a full season or 8 races, whichever number is higher, in 1 one of the last 2 simulated seasons of Alternate Formula One - Hydrogen Era, AutoGP (excluding 2020) or the Africa Racing League
have finished in the top 15 in 1 of the last 5 simulated seasons of Alternate Formula One - Hydrogen Era
have finished in the top 5 in 1 of the last 2 simulated seasons of the FIA Formula 2 World Championship or Auto2

This rule addition will become valid after the conclusion of the Indian Grand Prix.

New rule:
During the season, the administration is entitled to increase the base BHP or decrease motor mass of one motor with 2 races notice once. After the conclusion of the season, all teams not using the altered motor that were ahead of one or multiple teams using the altered motor when the notice of the altered values was given and finished behind those teams will be compensated for the lost prize money.

Asked about this subject during the announcement of the Oschersleben deal, Kalogeropoulos was emphatic in saying that "Germany is a country with one of the richest racing heritages in the world" and that keeping it on the calendar was "essential".

This statement is of course also fueled by the very noteworthy popularity of AutoGP in Germany. While German fan interest in the series has dwindled massively even before the cancellation of the 2020 season due to the removal of most German races from the calendar and the championship challenges by Sebastian Vettel and Precision, it is still one of the strongest markets for AutoGP. With AutoGP guaranteed to be on ad-free public television until 2024, losing the German Grand Prix may, despite two major German brands in F1 lose the country to the reestablished AutoGP series for good.

Upgrades - F1 News

For your information (since last time this came up, the forums were down): we are now officially in the upgrade phase.

During the season, teams can apply upgrades at any point once their upgrade schedule is complete. An upgrade schedule can go from 2 to 8 Grand Prix weekends, with longer upgrade schedules resulting in higher rewards for success, but also higher costs. These values can be seen in the spreadsheet in the opening pose, we are currently at race 3, where the base grip increase is 0-270 for the price of €10,000,000. The upgrade is applied only at request. A value determined by an RNG within the determined grip range of each upgrade is added to the base grip of the team's current chassis.

If you wish to apply an upgrade now, you have until Jan 13, 4:45 a.m. CET to do so.

So in light of Ferdinand Habsburg having an absolutely chronic Formula 2 campaign in 2021 (which wasn't simulated until after I signed him), I think it would make reasonable narrative sense for me to retrospectively change my simulator driver to George Russell

I'm not entirely sure if that fits within the rules, but I'd like to justify it by saying that I'm reasonably sure there's a rule which says that if a team is taken on by a new user and they terminate a driver's contract, they can do so without having to pay compensation. Probably a bit scummy to try to use it for this loophole, but it is what it is.

George Russell will also be retconned as having the place on the Precision YDP that Habsburg was meant to have, and Habsburg can go drive sportscars or something.

Well, your reading of the rules is correct. Partly, at least. The change to Russell as simulator driver will not be retroactively, but instead be treated as a new signing with Habsburg getting terminated. To prevent others from trying to be slick, the rule hereby is changed to the following, effective from the conclusion of the Venezuelan Grand Prix.

Old rule:
Driver contracts of bankrupt teams with real-life drivers can be terminated by the new user without paying compensation if he decides to keep the identity of the bankrupt team, driver contracts of bankrupt teams with fictional drivers can be terminated by both sides if the fictional driver is offered a contract by another team.


New rule:
Driver contracts of bankrupt teams with real-life drivers can be terminated by the new user until the second Grand Prix weekend of the season the new user without paying compensation if the new user decides to keep the identity of the bankrupt team, driver contracts of bankrupt teams with fictional drivers can be terminated by either the new user or the DEC owner until the tenth Grand Prix weekend of the season without paying compensation if the fictional driver is offered a contract by another team.

According to our sources, there is tremendous conflict brewing at both Caterham and Ferrari. As these two teams have emerged as the two main title contenders, the challenge for the championship and beating their teammates has worn on the relationships within the team.

Sebastian Vettel and Lando Norris had some moments during the last season where they came into conflict. As Vettel struggled to adapt to the CT09, Norris now apparently feels like the CT10 is designed much more to his teammates's preference; explaining his mistakes that way.

Alexander Albon and Victoria Desai's relationship took a major hit when Albon physically forced his way into the lead on the first lap at Manama. Reactions in the team were split, some feeling Albon hurt the Scuderia's cause, others arguing that this is an important learning moment for Desai.

Upgrades - F1 News

Loonmotor's upgrade was executed in this phase, as it was entered too late for the last phase. RNG determined an upgrade of +440

During the season, teams can apply upgrades at any point once their upgrade schedule is complete. An upgrade schedule can go from 2 to 8 Grand Prix weekends, with longer upgrade schedules resulting in higher rewards for success, but also higher costs. These values can be seen in the spreadsheet in the opening pose, we are currently at "Race 6" for all teams, where the base grip increase is 120-540 for the price of €22,000,000. The upgrade is applied only at request. A value determined by an RNG within the determined grip range of each upgrade is added to the base grip of the team's current chassis.

If you wish to apply an upgrade now, you have until April 9, 9:00 p.m. CEST to do so.

Sho Tsuboi plus Markelov's replacement his side may score also championship points, but the BR Mansell entry will not be entitled to prize money and all stats will not count as BR Mansell's.
A short explanation what this means out-of-character:
  1. BR Mansell will enter the German and British Grands Prix on a meta level, i.e. its drivers will compete using the BR Mansell chassis with BR Mansell performance
    The entries will be independent driver entries (see tommykl's Formula One for how that looks)
    Unlike in the fluff, BR Mansell will receive prize money as normal
    Artem Markelov, Robert Shwartzman and Sergey Sirotkin will be treated as if they were banned or injured normally, i.e. RealRacingRoots and GB can and must pick a replacement (at no cost to his team) or have one picked for them, the deadline for that is April 9, 9:00 p.m. CEST

Toyota confirm the news of BR Mansell entering test driver Ritomo Miyata as an independent driver for the British and German Grands Prix.

We also understand the whole situation stemming from the Russian invasion of Ukraine, but so far there is no threat of Toyota breaking its engine supply deal with BR Mansell or vice versa. However, we are still monitoring the situation closely.

Interviewer: So, with the relatively mundane content out of the way, let's spice it up a little. What do you, Jacques Villeneuve, think of the championship battle this year?

JV: One thing in my mind has been established for certain. Artem Markelov is a fraud. Him and the entire Mansell team. The fact that they are absolutely nowhere to be seen is a testament to their inability. I am starting to doubt whether or not their car was even legal last year, actually. I shall be conducting my own investigation into the situation.

JV: Caterham is similarly poor. [Sebastian] Vettel should do the honourable thing and just quit. He is only further proving that he only won anything because he had the most dominant cars in history. [Lando] Norris is too inconsistent to achieve anything notable.

JV: Ferrari are again using a poor quality lineup. [[Alexander]] Albon and [[Victoria]] Desai are inexperienced midfielders peddling a top car. Red Bull are wasting two talented drivers in Max [Verstappen] and [Roger] Ibe with their incompetent team management.

The interviewer asks Jacques about Precision in an effort to gather his opinion on them

JV: [Precision] is a joke, I'm not going to waste my time commenting on them.

Interviewer: Interesting Jacques, clearly the Villeneuve we all knew and loved has not gone away. What do you think of the current management of the sport under Alekos Kalogeropoulos?

JV: He doesn't know what he's doing. He talks up a good show about nostalgia and returning the sport to the "good old days", but it is just that, talk. The FIA is making a constant stream of decisions that contradict his speech, from hosting races in countries with no racing tradition, to actively trying to get rid of classic venues, to implementing silly gimmicks that have no real effect, to what I think is the most important point: keeping Formula One under the control of manufacturers. Part of what made classic F1 so great was the ability for plucky independent teams, like Williams, to start from almost nothing and propel themselves into championship victories. We do not have that in modern Formula One - it is almost impossible to achieve nowadays.

JV: The current FIA President (noted that Villeneuve consistently avoided naming him directly) is in the pockets of Commonwealth, Mercedes and Toyota; ensuring that them and their teams remain comfortable while everyone else struggles and is eventually driven out of the sport. It is unsustainable. I was in favour of increased support for independents when I was chair of FOM, and I strongly suspect the manufacturers conspired with him to launch his coup to oust me as a result of me challenging their hegemony. There isn't much I can do about it now, but you can guarantee I will not be remaining quiet about the situation.

Interviewer: Thank you Jacques for that incredibly interesting interview. I wish you and Williams the best of luck in the future.

Upgrades - Rule Change

During the season, teams can apply upgrades at any point once their upgrade schedule is complete. All teams except Loonmotor (who are at Race 8 of their upgrade schedule, i.e. can apply for an upgrade for €6,000,000 that would provide 0-180 grip points) are now in the new chassis phase. The new chassis is rolled only at request. This new chassis will be rolled in the same manner as the original one and cannot have a lower base grip than the original one (including any previously applied upgrades). Should the new chassis have a lower base grip as result of RNG, as many points of base grip are added as is needed plus another 20 grip points. A team can decide withhold the new chassis for 4 more Grand Prix weekends, but the grip range of and the price of the upgrade remain unchanged. A team can apply an upgrade even if such an action would send them into a minus.

Please respond with your intent to extend the new chassis period or build a new chassis until May 13, 8:00 a.m. CEST.

Old rule:
After any race, the administration runs a RNG for any crash regarding potential injuries as it sees fit. An injury is defined as a period of time (in Grand Prix weekends) in which a driver is incapable of competing. These periods can range from one Grand Prix weekend to the number of Grand Prix weekends equivalent to 3 calendar years. If the crash is considered severe enough the adminstration can forgo the RNG and declare the driver incapable of competing in Alternate Formula One - Hydrogen Era anymore. This does not affect the driver's ability to compete in other series sharing a fictional universe. If at least 5 or more users running a team in Alternate Formula One - Hydrogen Era object to an injury or a driver being declared incapable of competing, the decision is reversed and the driver is able to compete again.

The administration will apply penalties for rule violations committed before, during or after the race. Penalties can be applied as either fines for the team of the offender, warnings, time penalties for this Grand Prix, exclusion from the Grand Prix result, grid penalties for the next Grand Prix weekend or exclusion from any number of Grand Prix weekends up to 4, depending on the severity of the infringement. Penalties are always assigned to a driver, regardless of whether the driver or his team committed the rule violation. If a driver is replaced, any penalties assigned to the driver will not be transmitted to the new driver, but the replaced driver must serve his penalty when they are returned to his seat or signed to a new team within the season. If a driver is considered to have committed an unacceptable number of rule violations by the administration, the driver in question will be excluded from the remainder of the current season as well as the next 2 seasons. If 5 or more users running a team in Alternate Formula One - Hydrogen Era object to the exclusion, it is reversed and the driver is entitled to rejoin Alternate Formula One - Hydrogen Era before the start of the next Grand Prix weekend.

For fictional drivers, the DEC holder must agree to this RNG being run. Any non-lethal injury does not affect the driver's ability to compete in other series sharing a fictional universe. If at least 5 or more users running a team in Alternate Formula One - Hydrogen Era object to an injury or a driver being declared incapable of competing, the decision is reversed and the driver is able to compete again.

If a driver is replaced, any penalties assigned to the driver will not be transmitted to the new driver, but the replaced driver must serve his penalty when they are returned to his seat or signed to a new team within the season. Should a driver not return to his seat or sign with a new team within the season the rule violation is committed, the team the driver committed the rule violation with will instead be fined €2,500,000 at the conclusion of the season. Should a driver be considered to have committed an unacceptable number of rule violations by the administration, the driver in question will be excluded from the remainder of the current season and is declared not eligible to be signed as a racing driver for the next 40 Grand Prix weekends or 18 in-universe calendar months, whichever period is longer. If 5 or more users running a team in Alternate Formula One - Hydrogen Era object to the exclusion, it is reversed and the driver is entitled to rejoin Alternate Formula One - Hydrogen Era before the start of the next Grand Prix weekend.

This rule change will become valid immediately, as it serves to clarify the intent of the rule and fix a spelling error:
An upgrade schule going longer than 8 Grand Prix weekends results in a new chassis being rolled. This new chassis will be rolled in the same manner as the original one and cannot have a lower base grip than the original one (including any previously applied upgrades). Should the new chassis have a lower base grip as result of RNG, as many points of base grip are added as is needed plus another 20 grip points.

2022 Official Mid-Season Test I + F1 News

Before 2 selected Grand Prix weekends within the season, mid-season tests are held. These tests will both happen at Circuit Paul Ricard, with the first one happening from June 14-15. During a mid-season test teams can work an upgrade in 3 separate sessions. A session in the mid-season costs €4,000,000. Each session needs to have a driver under contract to the team assigned to it. The choice of driver does not influence the outcome of the session.

Wehrlein was spotted in the Precision garage looking utterly dejected after his latest DNF.

Reports from inside the Precision team today suggest that the team's press release thanking Wehrlein for his service at the team might barely scratch the surface of what is going on. Rumours are that he has completely lost patience with what has been a trying season. This week he suffered his third retirement, and reportedly aired his grievances loudly in front of the entire pit crew.

However, he isn't the only person struggling: Dean Stoneman has had a tough time too with three retirements of his own. But he has scored 11 points to Wehrlein's six and seven pole positions to Wehrlein's two. Put simply, he has been the better driver for quite some time.

But the switch to an all-British driver pairing is notable, as it may be a harbinger of bigger changes within the team which some are suggesting may become known as McEwan Automotive as soon as 2023 as Precision try to distance themselves from the image problem that comes from...
