It's a pity the rules are so, so restrictive. I would love to see a team try to run a hydrogen fuel cell car then run that with a 100 kg fuel tank. (For reference, the Toyota Mirai hydrogen fuel cell car can apparently run 300+ miles or nearly 500 km on just 5 kg of H2.)

It does seem that most of the teams do prefer to slightly short fuel, particularly those who have Mercedes's engine (given it is thought to be the most fuel efficient).
That said, there is one manufacturer that might benefit from that change, which is Honda - Honda's engine is still thought to be the thirstiest unit in the field, and there were suggestions that McLaren were having to run a full fuel load back in 2017. It is therefore possible that this could be a way of quietly giving Honda a bit of help to catch up with the rest of the field if they are already running close to the limit on fuel consumption.
