Things have changed a little for 1999 - mainly, the implementation of testing and upgrades. This time, it's more of a passive system - and you'll be required to take on a technical director to provide updates throughout the year.

These will happen every four races, and the upgrade's performance increase will relate to the engineer's skill and attributes. An engineer with a grip specialism will reward more grip per update, at the expense of another area. For example, an engineer with a reliability penalty will reward less reliability per update than the base value. Engineers without specialisms offer more balanced updates.

The technical director's skill will also influence the next car you build, so choose wisely.

Each engineer also has an associated perk.

Active Perks

Innovator - An Innovator will allow you a one-time bonus of an innovation, which will add performance to your car. You may choose to play the Innovator perk any time after round 4, at which time your car will receive a performance increase in this range: (+25/+200 GRIP OR +0/+10 BHP, and -250/-800 REL). However, this comes with a roll post race, with a 5% chance of it being outlawed by the FIA. If the FIA outlaws it, then the innovation will be removed, along with all associated performance benefits.

B-Spec - A technical director with the B-Spec perk will allow you to produce a one-time B-Spec version of your car, if your team is underperforming. This will cost £2,000,000 to build, and you must be below 6th in the constructors' championship to build it. The B-Spec car will add performance within the given ranges (-50/+350 GRIP and +250/-1000 REL). As given in the ranges, there is a chance that the B-Spec car could be worse than the A-Spec - it is then up to you which car you run.

Bulletproof - A technical director with the Bulletproof perk will allow you to select any race in which you have 100%(ish, given the bounds of GP2) reliability, ie. 0 REL. It will also remove -500 REL from all future races in the season. However, the race in which you play the Bulletproof perk comes with a 10% chance of disqualification for running illegal materials.

Passive Perks

Troubleshooter - A Troubleshooter will learn from every reliability issue. For each retirement, you are rewarded with -50 REL off of your overall failure rate, increasing your reliability throughout the season.

Motorhead - Without reliability, engines cannot run to their full potential. A Motorhead engineer will, for every double-finish a team achieves, reward you with +1/+2 BHP to the car.

Driver/Engine Market

In the below spreadsheet, you have a budget. There are tabs for the available drivers, engines and technical directors on the market.

Please avoid going off-list unless there are any realistic omissions - I reserve the right to ignore any offers for drivers who aren't on the list unless permission is granted. Make up to five offers per seat, although drivers will gravitate towards offers in which they are the first choice.

State your bids for each driver - you may offer more money to secure an in-demand driver. Pay-drivers do not require a wage, but pay-drivers signed as reserves will only pay you half of their money. Reserves are optional, but if you don't have one and need a last-minute replacement you'll have to offer a free driver money.

Engines have a set supply available, and engines with first choice teams will sign up with that team if they receive a first-choice offer. If McLaren offers Mercedes the first choice offer, then Mercedes will accept and there will be no more available.

Engine bids

Ferrari, McLaren, Sauber and Stewart all selected their first choice manufacturers, so automatically receive those engines.

Mugen Honda bids: Williams, Jordan, Prost, Dome, Lola (1st choice), Benetton (2nd choice)

With BMW on the horizon for 2000, Mugen is less sure of going to Williams for just a year. Jordan is enticing, Prost and Dome have been loyal, and Lola also exists.

RNG - Mugen Honda
1-30: Williams
31-65: Jordan
66-95: Prost
96-125: Dome
126-135: Lola

81 and 57 - Mugen engines go to Prost and Jordan.

Supertec bids: Arrows, Benetton (1st choice), Lola (2nd choice)

I do not need to RNG this - the above teams get a supply of the ex-Renault powerplants. Benetton will inexplicably rebadge it as a Playlife, which sounds like the name of a dolphin park.
