For the next 2 races, i want to give the chance to the 'commie' drivers, the next race will see the pairing Carlos Marquez (Cuban) and Frederico Angeli (Argentinian), whilst the race thereafter will see Josip Stalic (Yugoslavia) and Friedl Kallström (Sweden)
After that, Sung and Van Dycke will return. The regular drivers are available for other teams in the meantime.

...I'm only going to accept that because you haven't had any previous driver changes during this season.

Also, forgot to mention that Sam Winton has recovered from his injuries and will return to the USD cockpit by default unless SeedStriker specifies otherwise.

FYI, they won't come free due to being voluntary replacements. Van Dycke costs 430 CHF per race and Jong-Sung 225 CHF per race. The same applies to Stalic and Marquez as well; 255 CHF has been deducted from GLB's bank account.

Caraxl Racing's budget is now 420, instead of 560 I believe (I'm not asking to ask for the lost money actually). Now about this volunteery replacement comes with cost, which you never tell us before..... How is it exactly works?

Charging extra salary for using voluntary mid-season replacements was implemented at the start of the 1992 season to prevent people from abusing the free test driver system by first hiring a cheap driver for the race seat and a more expensive driver for the test seat, then swapping them after a few races for increased performance without having to pay anything for it. Obviously this is not always the case, as people have been swapping good drivers to worse ones for various other reasons.

The formula is very simple: the team has to pay a percentage amount of the driver's total season salary based on how many races they will employ the driver for. For example, this year 1 GP forms 5% of the whole season, so for every race you voluntarily employ a driver who wasn't originally nominated as a race driver you have to pay 5% of his/her total salary.

Petrus Handoyo's full-season salary would be 1400 CHF, and as you're running him voluntarily in two races (which form 10% of the calendar in total) you have to pay 10% of it, which is the 140 CHF that you noticed to have gone missing from your budget.

I just wanted to do this because these are possibly the last races of this series, so these drivers can get a chance to prove themselves. And considering i'm out of pre-qualifying at the moment.
Let's just say that if a new series evolves from this, all 4 of them will be fighting for a possible racing seat. (as KJS would become the unquestioned lead driver, and Van Dycke's off to Larousse in F1)

Sell 2 Generic's quali upgrade, 3 Generic's overtake skill, which should be 420 + 2875 = 3295
Then I would like to upgrade Tenpecost as: 1 overtake upgrade, 1 wet weather skill and 1 race upgrade

Nope, you can't afford that. The total cost would run up to 7000 CHF, of which you are 450 CHF short. I edited the livery though.

What? He was a rookie at the start of this year so you paid no salary to him at all. And regardless of that, even if you did pay him salary you wouldn't be refunded any of it because you voluntarily replaced him.
