In the actual 1999 season, BAR finished in the top 10 much more consistently than Arrows, but Arrows got that all-important 6th place in the first race of the season, and so finished ahead of them.
In this championship that means that Arrows scored all of their points in the first 5 races and then failed the score again for the rest of the season, giving BAR time to catch up. Salo and Villeneuve both scored a podium each which probably helped :P

2000

(Excluded Constructors: Ferrari; McLaren; Williams; Benetton)

Despite the 23 point gap in the final standings, this season was fairly close right for most of the way, for both the drivers and constructors.
It's a 3-way duel between Jordan, Sauber and BAR, with Villeneuve, Frentzen, Trulli and Salo all within shoot of the title for most of the season. After his win in Monaco, even Irvine looks like an outside contender, but doesn't have to pace to truly keep up. After Canada (almost halfway) the title race is a 3 way tie between Villeneuve, Salo & Trulli, with Frentzen 3 points behind, and Irvine 5 points behind.
Villeneuve wins the next 2 races in France & Austria giving him a solid lead, especially with Frentzen having a poor mid-season. Salo wins in Germany, and scores a podium in Italy to get in touch of Villeneuve but Villeneuve scores constantly to stay ahead. Frentzen then scores in 3 out of 4 races but is still 7 points short with 2 races to go, though he has helped Jordan take the lead in the constructors. Though Villeneuve wins the last 2 races of the season to seal the drivers and the constructors titles for BAR.
Also Arrows manage to win 3 times somehow, and both Gené and Mazzacane score a podium!

2001

(Excluded Constructors: Ferrari; McLaren; Williams; Benetton)

Jordan, Sauber & BAR remain the 3 top teams in 2001. 2001 also features quite a close championship fight, with Frentzen's 6-point lead in the 2nd race in Malaysia being the biggest championship lead all season.
Frentzen (Jordan) & Heidfeld (Sauber) have the best start to the season, winning the first 3 races between them. Trulli in the other Jordan wins in San Marino to catch up to the top 2. However in the 4 races after Spain, the top 3 drivers stall, with Heidfeld scoring a single point, and the Jordan drivers scoring nothing. This allows Raikkonen in the other Sauber to take wins in Austria and Canada to leap into 2nd in the championship, and he even takes the lead from Heidfeld by a single point in the following European race.
Trulli wins the next race in France to remain in contention but retires from the next 5 races, as him along with Frentzen and Jordan fade away from the championship battle. The 2nd half of the season sees Raikkonen and Heidfeld exchanging the lead multiple times, with Villeneuve in the BAR coming into contention late on with a great string of results.
By the Belgium grand prix, the top 3 are separated by just 3 points, and are seperated by just
2 points in the next 2 races. Raikkonen and Villeneuve tie for the lead in Italy with 2 races to go, but Heidfeld finishes ahead of his rivals in the next 2 races in take the title.
Jordan win 3 out of the last 4 races but they are too far behind to catch up to Sauber.
Oh, and Enrique Bernoldi unrejectifies himself

2002

(Excluded Constructors: Ferrari; McLaren; Williams)

Renault return to the sport as a constructor after a 17 year gap, and return to their winning ways. Also Toyota are here but who cares about them. :D
After retiring from the first race, Button wins the next 3 races to take a commanding lead, with nobody consistent or reliable enough to overhaul it. Heidfeld comes the closest with a 4 podium streak mid-season but only manages one more podium before the season's end. Despite the boring drivers championship, the constructors championship actually did become pretty close after a Sauber 1-2 in Germany put them ahead, but a late surge by Trulli combined with a string of retirements by Massa, saw Renault blast ahead again. In other news, Sato scores in win in Japan and Allan McNish unrejectifies himself!

2003

(Excluded Constructors: Ferrari; McLaren; Williams)

In real life Renault was easily the best of the rest behind the championship challengers.
With all 3 championship contenders elimiated, Renault becomes the clear front runners.
Out of the 2 Renault teamates, Trulli wins the first race, but Alonso gets ahead in the 3rd race and never looks back. So instead of fighting with Alonso, Trulli ends up having to defend his 2nd place against Mark Webber (Jaguar) & Jenson Button (BAR)
BAR, Toyota; Jaguar & Sauber are all in the fight for 2nd place even by the final race:

Championship Standing (before final race):
2. BAR - 88pts
3. Sauber - 85pts
3. Jaguar - 84pts
4. Toyota - 83pts

Jenson Button wins the final race and defends 2nd place for BAR, but it isn't enough to overtake Webber for 3rd in the drivers.
Also, Toyota are the only team bar Minardi who fail to win a race, but de Matta finishes an impressive 5th.

2004

In real life, Button was more often than not, the closest driver to the runaway Ferraris
so you expect him to run away with this championship.
Indeed, eventually Button does run away with the title but both Renault drivers challenge him early on.
Alonso's challenge is plagued by a string of retirements, whilst Trulli stays in touch with Button
until after the French grand prix when his pace infamously drops off a cliff.
With Trulli (and later Villeneuve) not scoring many points, BAR threatened to take the constructors title
from Renault, and thanks to Sato's excellent burst of form late in the season, BAR indeed take the title.
In fact, Renault & BAR score all the wins in the season bar Massa's win for Sauber at Spa.

HWNSNBM scores a mighty 10 points! and comes 4th in Indianapolis.

2005

(Excluded Constructors: Ferrari; McLaren; Williams)

Alonso & Renault win the titles in real life, and without McLaren or Ferrari, no-one else even comes close.
Alonso wins 14 times, with no-one else scoring more than 1 win.
Out of the remaining teams, Toyota is easily the next fastest (Its easily forgotten that Toyota came 4th in 2005 in real life)
Jarno Trulli does well early on and defends 2nd from his teammate (Ralf Schumacher), Coulthard, Massa & Fisichella. As last year though, Trulli stagnates later in the season, and Ralf Schumacher overhauls his total with Fisichella also sneaking into 3rd, but narrowly misses out on 2nd place.
Jenson Button has a excellent 2nd half of the season to shoot above Coulthard and Massa to 5th. If not for his awful 1st half, he'd be up in the fight for 2nd place

Also Friesacher, Albers & Liuzzi all unrejectify themselves!

2006

(Excluded Constructors: Ferrari; McLaren; Williams; Renault)

With Renault being excluded and 4 teams changing hands, only Red Bull & Toyota remain from the previous year. Honda, BMW, Toro Rosso, Midland & Super Aguri all make their debut (or return in the case of Honda)
In real life, 2006 was known for the year where the 5 manufacturers finished in the Top 6, so in this championship Honda, BMW & Toyota are the top 3 teams.
Button starts off as the driver to beat with 4 wins in the first 6 races. However, Button only manages to score
10 more points on top of his 4 wins by the halfway point giving time for his rivals to catch up.
Ralf Schumacher and Villeneuve start off us early challengers, but have faded away by the halfway point to join the super-close battle for 4th with Coulthard and Trulli, before Villeneuve drops to 7th, gets sacked and replaced by Kubica. Button's team-mate Barrichello, and Villeneuve's teammate, Heidfeld emerge as title challengers by the halfway point and between Canada and France, the title lead swaps between the two, with Button slipping to 3rd.

However as you may remember, Button had an excellent end to the season in real life, and so Button wins 6 out of final 7 races (the other race he finished 2nd behind Kubica) to runaway with the title.
Super Aguri almost finish with no points, if not for Sato's 4th place in the final race in Brazil.

Button wins his 3rd championship, and Honda win their 2nd, with a gap of almost 40 years between the two.

2007

(Excluded Constructors: Ferrari; McLaren; Williams; Renault)

BMW are easily the fastest team thats still eligible, so they title fight is basically between Heidfeld and Kubica.
Heidfeld gets a good lead with 3 early wins, with Kubica retiring from the first 2 races, and keeps the lead for the
rest of the season. The closest Kubica gets is 10 points away after Monaco.
Interestingly if you ignore the first 3 races, Heidfeld and Kubica would both have 93 points and the exact same
countback barring Heidfeld 9th place finish in Japan.
Behind BMW, its a close battle between Red Bull, Toyota and Honda.
Toyota lead early on with Trulli briefly reaching 2nd place in the table due to his win in Indy.
As always though, Toyota stagnate giving Honda and chance to catch up, and opens the door for Barrichello to take 3rd in the table.
Red Bull have a slow start and find themselves in a constructors battle with Super Aguri. However after a 1-2 finish
at the Nurburgring for Red Bull it becomes a close 3-way fight for 2nd place. (With Super Aguri having a poor 2nd half of the season)
Webber overtakes Barrichello with a 2nd place in Italy but retires from the last 3 races.
This leaves the door open for Jarno Trulli to snatch 3rd at the final race, with also helps Toyota overtake Honda.
Luckily for Red Bull, a late burst from Coulthard keeps them in 2nd in the constructors.

Finally, its worth noting that the 21 point gap that Toro Rosso have over Spyker is largely due to their 16 point haul in China.

2008

(Excluded Constructors: Ferrari; McLaren; Williams; Renault)

Once again BMW Sauber are the team to beat, leading to a Heidfeld vs Kubica rematch.
Kubica gets the better start to the season, winning 6 out of the first 7 races. Kubica's 6th win in Canada was where he took the championship lead in real life. After Canada, Kubica ceases to dominate with both BMW drivers scoring 70 points in the remaining races.

Also, I forget how bad Coulthard's 2008 was.

With Brawn & Red Bull as the top teams, this is actually fairly similar to real life.
Only interesting changes are the Barrichello is now 2nd by a single point over Vettel, and both Glock & Fisichella inherit victories. Also Bourdais almost scores as much as Buemi despite only participating in half the season.
Weirdly, the Drivers' results are laid out in a Noah's Ark fashion.
So Button wins his 4th title, tying with Schumacher for the most titles.

At first this season seems like a Red Bull versus Mercedes affair with Vettel & Rosberg both winning 2 races each, but Mercedes only win 1 more race (Schumacher's win at Korea) with the other race victories all going to Red Bull. Rosberg stays in contention for the title due to Red Bull retirements but falls out of the running for good due to his own retirement in Hungary. As in real life, Webber leads Vettel for most of the season but Vettel demolishes Webber at the end of the season, winning 5 of the final 6 races. (The odd-one out being Korea where they both retired.) Just as in real life, Webber's lead is overturned at the final race of the season.

2011

(Excluded Constructors: Ferrari; McLaren; Williams; Renault; Red Bull)

With Red Bull out of the picture, the only "biggish" team left are Mercedes who at the time, were too slow for the title fight, but too fast to be considered a midfield title. In real life Mercedes come almost 100 points above the next eligible team (Force India) so I expected this to be a absolute walkover, which it absolutely wasn't. Mercedes had a poor start to the season, and this combined with a double-retirement in the first race meant that the other midfield teams were able to pose a threat with Toro Rosso & Force India leading early on, until Mercedes got their act together. In terms of the driver's championship, the early season is at first led by Buemi, and then after a Mercedes 1-2 in Spain puts Rosberg ahead, Kobayashi leads the next 2 races. Rosberg wins again (his 3rd win this season) in Europe to take back the title lead, and from thereon he never really looks threatened. Schumacher probably would've been closer if not for his horrible reliability that year.

Now, the question is, for 2012 does Enstone Lotus quality for this or not - as I expected Malaysia Lotus to not be in 2010 or 2011 by that principle!

2012

(Excluded Constructors: Ferrari; McLaren; Williams; Lotus; Red Bull)

Mercedes did not really have a great 2012 besides Rosberg's win in China and great Monaco performance. With Schumacher once again having poor reliability, the constructor's championship is pretty close all year between Sauber, Force India & Mercedes.
Even so, Rosberg is still the runaway title favourite and leads the championship for most of the season with the Sauber & Force India drivers all struggling for 2nd. Unfortunately for Rosberg he retires 3 times near the end of the season which leaves the door open for a certain driver who had a fantastic second half of 2012.

BONUS - 2012 with Lotus

(Excluded Constructors: Ferrari; McLaren; Williams; Red Bull)

Yeah, Raikkonen crushes the competition. No-one even comes close.
Major changes include Di Resta placing ahead of Kobayashi, Schumacher (just) placing ahead of Ricciardo.
Hulkenberg loses 4 wins to Raikkonen; Kobayashi loses 3 wins; Rosberg, Schumacher & Pérez all lose 2. (with Perez losing his Canadian win to Grosjean)
Di Resta keeps his only win though. :(

This is a close fight between Hamilton & Raikkonen for almost the entire year, before Raikkonen gifts the championship to Hamilton by missing the last 2 races. Rosberg probably would’ve been a bigger threat if he didn’t have such a poor start to the season. Paul di Resta conversely has a great start to the season, reaching 3rd in the championship at one point before fading away and getting passed by first Rosberg, then Grosjean, and finally Hulkenberg.

2014

(Excluded Constructors: Ferrari; McLaren; Williams; Lotus; Red Bull)

Just like in real life Mercedes dominate the affair. With Ricciardo & Alonso out of the picture, both drivers inherit wins (Hungary for Hamilton; Canada & Belgium for Rosberg), with Rosberg inheriting the most points (36 compared to only 13 for Hamilton) but it isn’t enough to overhaul his 67 point gap to Hamilton, who wins just like in real life.
As a whole this year is kinda dull with a very Noah’s Ark formation in the championships (except for Stevens, Lotterer & Rossi)
Also, Hulkenberg is once again best of the rest.

Image
WINNERS: LEWIS HAMILTON & MERCEDES

Driver’s Championship Results
1. Lewis Hamilton – 397pts (12 wins – MAL; BHR; CHN; ESP; GBR; HUN; ITA; SIN; JPN; RUS; USA; ABU)
2. Nico Rosberg – 357pts (7 wins – AUS; MON; CAN; AUT; GER; BEL; BRA)

6. Daniil Kyvat – 154pts
7. Esteban Gutierrez – 91pts
8. Adrian Sutil – 88pts
9. Jules Bianchi – 63pts
10. Max Chilton – 51pts
11. Kamui Kobayashi – 45pts
12. Marcus Ericcson – 39pts
13. Will Stevens – 8pts
14. Andre Lotterer – 0pts (1 RET)
15. Alexander Rossi – 0pts (2 WDs)

Constructors Championship Results
1. Mercedes – 754pts (19 wins – AUS; MAL; BHR; CHN; ESP; MON; CAN; AUT; GBR; GER; HUN; BEL; ITA; SIN; JPN; RUS; USA; BRA; ABU)
2. Force India – 472pts
3. Toro Rosso – 336pts
4. Sauber – 179pts
5. Marussia – 114pts
6. Caterham – 92pts

BONUS – 2014 with Lotus

(Excluded Constructors: Ferrari; McLaren; Williams; Red Bull)

Group Lotus don’t perform as well this year, so don’t affect the championship that much outside of Sutil now outscoring Gutiérrez on countback. Hamilton even retains the same score, and Rosberg (and by extension Mercedes) only lose 4 points.
The Noah’s Ark formation continues with Group Lotus slotting in between Toro Rosso & Sauber.

2015

(Excluded Constructors: Ferrari; McLaren; Williams; Lotus; Red Bull; Mercedes)

With Mercedes out of the picture, the scene is open to the midfield.
Felipe Nasr as a great start to the season, with 2 wins in the first 3 races and all podiums in the first 6 races. Perez quickly becomes the closest challenger to Nasr and takes the lead after the British Grand Prix, as Nasr fades away towards the middle of the season. Hulkenberg suffers too many retirements to be a real threat, despite winning 6 times, and Verstappen has a great end to the season, but it’s only enough to take 2nd from Hulkenberg. Sainz Jr. also has a horrible time with retirements with 4 in a row, perhaps being the main reason why Sauber maintain 2nd in the constructors championship.

WINNERS: SERGIO PÉREZ & FORCE INDIA

Driver’s Championship Results
1. Sergio Pérez – 338pts (7 wins – BHR; MON; BEL; ITA; SIN; RUS; ABU)

2. Sauber – 443pts (2 wins – AUS; CHN)
3. Toro Rosso – 434pts (4 wins – ESP; MAL; HUN; USA)
4. Marussia – 252pts

BONUS - 2015 With Lotus

(Excluded Constructors: Ferrari; McLaren; Williams; Red Bull; Mercedes)
The addition of Lotus changes the scoreboard quite a bit. Grosjean scores 3 wins early on to take the wind out of Nasr’s sails. Verstappen loses twice as more points as Hulkenberg and drops to 4th, behind Hulkenberg & Grosjean. Even with this, Toro Rosso manages to finish ahead of Sauber. Merhi & Stevens also manage to tie, which is pretty damning to Stevens, considering Merhi is replaced by Rossi for 5 races.

(Excluded Constructors: Ferrari; McLaren; Williams; Red Bull; Mercedes; Renault)

Haas join the fray this year and get off to a great start with 3 wins in the first 4 races courtesy of Grosjean. Verstappen also has a great start before he joins Red Bull. Pérez and Sainz Jr land on the podium far more often and have both overtaken Grosjean by Canada. Pérez takes the lead after Monaco, with Sainz Jr. & Grosjean close behind in the following races. However, Force India dominate the 2nd half of the season leaving Pérez to run away with the season. Hulkenberg sails into 2nd but suffers due to his 4 retirements, compared to Pérez who finishes every single race.

2017 - Race 14 (Singapore)

Sainz gets his 4th win to help Toro Rosso retake 2nd from Haas in the constructors.
Ocon has a relatively poor race which gives Pérez a 6 point gap.
And sadly, it is now mathematically impossible for Sauber to win either championship.

(Excluded Constructors: Ferrari; McLaren; Williams; Red Bull; Mercedes; Renault)

Driver's Championship Results
1. Sergio Pérez - 246pts (5 wins - AUS; BHR; RUS; ESP; CAN)
2. Esteban Ocon - 240pts (3 wins - AZE; GBR; ITA)
3. Carlos Sainz Jr. - 188pts (4 wins - CHN; MON; HUN; SIN)
4. Romain Grosjean - 162pts (2 wins - AUT; BEL)
5. Kevin Magnussen - 127pts
6. Daniil Kyvat - 107pts
7. Pascal Wehrlein - 92pts
8. Marcus Ericsson - 80pts
9. Antonio Giovinazzi - 10pts

Constructor's Championship Results
1. Force India - 486pts (8 wins - AUS; BHR; RUS; ESP; CAN; AZE; GBR; ITA)
2. Toro Rosso - 295pts (4 wins - CHN; MON; HUN; SIN)
3. Haas - 289pts (2 wins - AUT; BEL)
4. Sauber - 182pts

It's weird how Pérez hasn't won since Canada (Race 7). He's finished in 2nd place 5 times since though.

2017 - Race 17 (USA)

We have another new driver in the form of Brendon Hartley.
Sainz's move to Renault means that he is no longer eligible to score points, and Grosjean takes advantage to jump into 3rd in the table.
Ocon's 2nd win in a row means that he gets ahead of Pérez for the first time this season, if only by a singular point.
And finally, Kyvat finally gets a podium this year in what is probably his final race.

(Excluded Constructors: Ferrari; McLaren; Williams; Red Bull; Mercedes; Renault)

Driver's Championship Results
1. Esteban Ocon - 308pts (5 wins - AZE; GBR; ITA; JPN; USA)
2. Sergio Pérez - 307pts (6 wins - AUS; BHR; RUS; ESP; CAN; MAL)
3. Romain Grosjean - 196pts (2 wins - AUT; BEL)
4. Carlos Sainz Jr. - 188pts (4 wins - CHN; MON; HUN; SIN)
5. Kevin Magnussen - 163pts
6. Daniil Kyvat - 122pts
7. Pascal Wehrlein - 108pts
8. Marcus Ericsson - 94pts
9. Pierre Gasly - 20pts
10. Brendon Hartley - 12pts
11. Antonio Giovinazzi - 10pts

Constructor's Championship Results
1. Force India - 615pts (11 wins - AUS; BHR; RUS; ESP; CAN; AZE; GBR; ITA; MAL; JPN; USA)
2. Toro Rosso - 359pts (4 wins - CHN; MON; HUN; SIN)

Ocon wins his 3rd race in a row, to match Pérez's 6 wins gained over the course of the season.
Can Pérez bounce back against this late-game surge?

Driver's Championship Results
1. Esteban Ocon - 333pts (6 wins - AZE; GBR; ITA; JPN; USA; MEX)

2018

Now featuring new and improved spreadsheets!
With conditional formatting and COUNTIF formulas that I really should've added in the first place considering I do these things at work.

Driver's Championship Results after 1 race

Now with a Gold/Silver Box if the team get a 1-2 finish!

I initally wanted to do a convoluted setup with COUNTIFS formulas and COUNTIF Conditional Formatting for the Constructors side but I just couldn't be arsed and it didn't look that good anyway.

Aislabie, do you have any tips or advice on how to display constructors information?

Regarding spreadsheets, the approach I took with the constructors' table was just to expand the field for the COUNTIF functions to include two adjacent rows of data. That way, you can still fully see the results each constructor achieves. Like this:
