He's apparently not too badly hurt, but is receiving medical attention, still, a ridiculous accident to be allowed to happen and sickening to watch.

If you thought the stewards were farcical, guess what! Bianchi's car has now rolled on track and the SC is out. ROTR now easily goes to the Nurburgring marshals.

And why did they wait before going green until Webber had reached the back of the pack? Is that the rule?

Yeah, lapped cars have to unlap themselves before the race can be restarted.
