Welcome to the third year of WTCM, the year 1990 is upon us!
This post will feature all the rules regarding the series and the second post will have the car list and a link for the budget excel.
The WTCM Rule Book:
Race Weekend:
Each race weekend will feature two 50km's sprint races (one for class A/B, and one for class B/C), preceded by a 20 minutes qualifying sessions to determine which cars go into the main qualifying sessions. These two races will count towards the class championship, following the sprint race points scheme.
A 1 hour long qualifying session (with some races featuring a top 10 shoot-out for pole), and two races: one endurance races, with distance varying between 250km’s and 1000km’s; and one sprint race of 100km’s.
Number of qualifiers per class will vary depending on the circuit, and the sprint race will feature the top 10 from race 1 reversed.
The strategy of each will be determined by the team's manager, who will have information regarding the circuit in the race's preview.

For the teams championship, the top two cars in the race for each team will count, while for the manufacturer championship will follow the sprint race points scheme.
Drivers:
Both real life and canon drivers can be used.
Real life drivers perf files will be based on real life results.
Canon drivers, in case they haven't got any background on canon, will have their perf files RNG'ed.
RNG will determine which team a real life driver drivers for.
Drivers have a minimum wage of €10,000 per round.
NEW RULE: Drivers can be either classified as a regular driver or as a paydriver. Regular drivers will have the above mentioned rule about minimum wage, while paydrivers can be classified following 2 tier’s, which will be decided by me. So, for example, if a team enters Paolo Barilla, he’ll be classified as a tier 1 paydriver.
Tier 1 paydriver’s can bring between 150k and 300k as sponsorship while tier 2 paydriver’s can bring between 25k and 100k.
Entries:
There can be manufacturer efforts (e.g. BMW, Holden, Ford), but there can be privateer entries as well.
Privateer need to buy cars from manufacturer, and can run specificic events only or full season.
There'll be separate championship for privateer entries.
Manufacturer can be bid for more than one team, but RNG will determine who gets manufacturer status.
Cars with more than one engine spec (e.g. the Mercedes), manufacturer teams can choose what version of the engine they'll give to privateers.
At the end of each season, on the next season topic, there will be a manufacturer evaluation based on each team's performance for the year. If the evaluation is bad, that team looses manufacturer status. This will be based, minus 1988, on the goal each manufacturer team puts.
Important: A person can place a maximum of one manufacturer entries, two full season privateers and 2 one-offs per round.
All entries must be posted before the first race of the year. That don't mean other entries can't be posted before races. If someone wants to change an entry to a race, they need to announce it before the race.
NEW RULE: Achieving a goal set in the previous year will provide that same manufacturer team with 150k of bonus from the series.
Upgrades:
Full time privateers (new) will be given 1 million
Manufacturer teams (new) will be 2 million.
A manufacturer can choose to distribute their upgrade through all the teams using that same car or not.
Privateers that aren't full time will have money handed out in this way:
>=75% schedule - 750,000
50-75% schedule: 600,000
25-50 schedule - 500,000
<=25% schedule - 400,000
There will be two specific times to upgrade: after Kyalami and before Birmingham.
Privateer upgrades will also upgrade after Kyalami and before Birmingham. If any other privateer wants to get the same upgrade, they need to pay for it.
After each of the upgrade times, privateer who are doing rounds after Kyalami and after Birmingham need to pay to get those upgrades - 10% of the price of the initial upgade to obtain.
E.G.: If Ford pay 2 million total for upgrades for the RS Turbo, and if there's a privateer who's only doing Brno with a RS Turbo, he'll have to pay 10% of 2 million to obtain said upgrades.
Upgrades come in three packages for vehicle upgrades, and 4 packages for driver upgrades:
Overall Upgrade: €750,000
-> Improves downforce (FWLiftParams - 0.02 to 0.10; RWLiftParams - 0.02 to 0.08; BodyDragBase - 0.05 to 0.20)
-> Improves engine power (Power - 5HP to 10HP)
-> Worses reliability and fuel consumption (decreases reliability by 10 per each HP, and increases fuel consumption by 0.001 by each HP)
-> Increases weight (0.2kg extra for each Hp)

Goal: Winning the C Class Championship
Despite not being a factory car that won the title – Cecotto’s E30 M3 built by Prodrive took the reigns – BMW developed the E30 M3 quite efficiently in the off-season to be the car to beat over the year. The car benefited quite considerably with the new ballast rules, and despite the team failing to win the C Class title, it ended as the best placed factory C Class team in the manufacturers championship and took more class victories than Mercedes.

Renault - Current owner: Biscione
Goal: Top 3 in the C Class Manufacturer Standings
Renault made further progress with the 21 – the car is slowly getting closer on pace to the Mercedes and BMW, including taking two class podiums, 1 fastest lap and a front row start in Brno. It was a good development year for Voeckler which needs to carry on to 1990.

Alfa Romeo – Current owner: Dexter246; New owner: No one
Goal: Finish well in the championship
Alfa Romeo started the year with just two cars, a signal of the waling interest from the italian marque in racing. Despite a positive start with Brancatelli in Fuji, by mid-season the car had dropped behind the Renault pace wise and only qualified twice in the hands of Di Gioia. Alfa Romeo has elected to withdraw as a manufacturer from WTCM.
Mercedes-Benz – Current owner: Pinkd56
Goal: Win C Class Championship
Mercedes won last year’s C Class title undisputed – the BMW had the pace but didn’t have the consistency to catch Asch’s Mercedes over the year. This year, it was the contrary. BMW had a small pace advantage, and it was Mercedes job to keep up. The ballast rules didn’t help the team, since the 190E is heavier than the E30 M3, but Harvey was just 14 points shy of the title, despite only taking 1 class victory all year long. The development of the 190E continues then, with some progress made in the off season.

Goal: Win B Class Championship
Volvo entered the year with high expectations, and they had every right too – the 240 Turbo was very well developed, but they didn’t expect that Audi and Toyota worked so hard in their cars. Volvo didn’t take a single class victory all year long, could only managed 9th in the teams championship, but had consistency enough to still put a car ahead of the Audi of Heger. The car is reliable and fast but lacks the strength to fight the Audi and the Toyota. Volvo continue in WTCM.

Goal: Improve the numbers of last season
Toyota were the major upset this year – they did a facelift job of the Supra Turbo through pre-season, which eventually played into their hands. The development was crucial – the Supra Turbo got lighter and nimbler, and it was it. Leslie dominated the season in B Class and the team massivelly impressed, taking the fight to A Class sometimes. They developed an A Class car based on the new Celica, but it can be risky betting on it…

Mitsubishi – Current owner: peteroli34
Goal: Top 5 in B Class
Just like Volvo, Mitsubishi had high hopes – especially after the performance on the Bathurst 1000 last year, pace wise. While the Mitsubishi wasn’t slow, it was the 4th fastest car in B Class and struggled to qualify on most tracks. By the tail end of the year though, the Mitsubishi was already fast enough to fight for qualifying and development keeps going.

Audi had low expectations – the V8 presented last year was heavy, and it was boxy. But it had its strengths. The car’s balance was almost perfect, and on the rain, it was the best car on the field – the most impressive lap of the year beeing von Gottorp’s lap in Watkins Glen PQ, when he qualified 2nd on a wet track, despite Leslie’s time being set on a drying track. It worked wonders on tight circuits, and it culminated in an overall podium for Warwick at the Nurburgring.

Rover – Current owner: Miguel98; New owner: No one
Goal: Finish top 10 in B Class standings
Rover’s Vitesse was oudtaed, heavy and slow. Roger Downson were told to stop development midway through the year, as Rover opts to retire from motorsport competition.

Goal: To not suck
Holden’s goal was to develop the Commodore this year, to fix the problems from last year. Tom Walkinshaw did develop it, and brought a new car for the Bathurst. The car is definetelly more competive and development carried on in the off season. Holden should at least be more competitive this year.

Nissan’s R32 had one problem this year- the reliability. The car was the fastest on race trim in the field, and most times found itself with multiple cars in the lead before almost all or all retired. The team couldn’t beat the Ford’s, but it did win the 1000 late in the year. If the reliable is improved over the off-season, the R32 will be there again. And this time, it will be hard to beat.

The defending champions got it all – despite not scoring as much points as the year before, Zakspeed carried the Ford flag with honour, taking all the titles again. It carries on into 1990 then.
