Even ignoring 1992, I'd say including Mansell would be a bit harsh, given he was a legitimate title contender '87 and '91 as well. But yeah, there have been a few drivers who get painfully close once and then never even get a second whiff of it.

Williams probably had the biggest on the grid at the time, McLaren were mighty high, Williams in the early '90s were certainly running on less money than McLaren, who in turn were running with less than Ferrari.
